Robert Bolman was born in 1956 in San Luis Obispo, California. Robert attended Academy of Art College in San Francisco 1975-1976. Robert participated in punk rock and other weird art events through the early 1980's. Robert had a career as a builder during which time he pioneered Green Building. Upon retirement, Robert began doing artwork again, addressing sustainability issues where they relate to the unwieldy juggernaut called "civilization". In early 2025, Robert sparked the guerilla parking meter art installations and this quickly began a larger movement with other Eugene artists, most prominently Jud Turner.
