Kelly was raised in Amsterdam, O., near Steubenville. He attended the Philadelphia College of Art, then earned bachelor's and master's degrees in art at Ohio University.

He started as a sculptor and commercial artists before settling into abstract painting. He taught at Northland College in Wisconsin and Nova Scotia College of Art and Design. From 1979 to 1982, he ran the University of Akron's galleries.
