California Tower (Balboa Park) Caption: The crown jewel of Balboa Park’s Spanish Colonial charm. History: Completed in 1914 for the Panama–California Exposition, the California Tower rises 198 feet and offers sweeping views of San Diego. It reopened for public tours in 2015 after 80 years.
